DIGITAL TRANSPARENCY IN THE PUBLIC SECTOR – CASE STUDY CZECH REPUBLIC

Transparency in the public sector is still a topical issue in contemporary society. The concept of transparency has been one of the most discussed topics within good governance over the last 20 years, and therefore it at-tracts interest for academic study. The consequences of transparency and also the circumstances that trigger transparency, are studied intensively. The attention given to the concept of transparency appears to have in-creased, mainly due to the spread of the Internet; hence, this paper particularly focuses on transparency enabled by the Internet (Sičáková-Beblavá, Kollárik, & Sloboda, 2016).

SPATIALLY BLIND OR PLACE BASED POLICY? A COMPARISON OF INNOVATION SUPPORT IN THE CZECH AND SLOVAK REPUBLIC

A Cohesion policy as well as innovation support is one of the main criteria and objectives of the European Union. A large part of these two policies are supported together through Structural funds. The past decade has witnessed a gradual shift from policies aimed at reducing disparities towards those aimed at strengthening regional and national competitiveness, with a focus on exploiting regional potential to contribute to national growth (Barca, 2009). Along with the issues of developmental support and related policy responses, studies dedicated to the role of innovation in this process represent a significant part of literature from the last three decades (Asheim, 1996).

LONG-TERM INFRASTRUCTURE INVESTMENT: A NEW APPROACH TO THE ECONOMICS OF LOCATION

In both classical economics (Adam Smith, David Ricardo) and neoclassical economics (e.g. John Hicks, Léon Walras, William Stanley Jevons, George Stigler, Carl Menger, John Bates Clark), there are three primary factors of production: land, labor, capital. Land means a resource creating an additional utility and is not only a natural resource to be found above or below the soil. There cannot be a disregard for the decision making process concerning location and investment. The problem is manifest not only in the individual solo investment but also in the portfolio dispersion of investment in an entire region.

Logically, this has led to a growing demand for new theoretical and methodological approaches of regional research, also as a reaction to the unilateral approaches existing at the time defining regional policy in terms of a mix of practical tasks in Central and Eastern European countries.

Are Subsidies Really Needed? The Case Of EU Regional Policy In The Czech And Slovak Republics

The idea of public support programmes to strengthen local economic performance is widely recognized and used by many national or local governments. The basic rationale for support programmes could be found in several economic theories. The private companies do not want to invest into activities with positive externalities (since they are not able to absorb all the benefits), but these investments are important for society itself, so the governments must subsidy such an investment to be interesting for private enterprises.

Z celé řady dílčích tematických a regionálních operačních programů, ze kterých strukturální fondy Evropské unie sestávají, se podnikatelského prostředí nejtěsněji dotýká operační program Podnikání a inovace. Operační program Podnikání a inovace nabízí finanční pomoc ve formě dotací, úvěrů a záruk podnikatelským subjektům bez ohledu na to, zda poskytnutá podpora plyne prostřednictvím podpořených podnikatelských projektů do zaostalého či rozvinutého regionu.
