The aim of this article is to propose a system for evaluation of projects whose target is to revitalize
the economically depressed areas. These projects can be divided into four categories - the
support of economic activities, the development of housing and civic amenities, transportation and
the projects focused on spare-time. The proposed generic methodology for evaluation of these
projects should increase the effectiveness of amount incurred from public funds. The designed
evaluation system is composed of three phases. The first phase evaluates a formal aspect of the
project. This phase verifies the moral, professional and financial qualities of applicant for a subsidy.
These qualities are prerequisites for the successful realization of the project. The content is
evaluated in the second phase. The evaluated factors explore the incidence for microregional economics,
the impact on living standard of inhabitants and the environmental impact. The contents
are judged through a group of experts from the grantor by means of the point system. The group
of experts should include representatives of the grantor, municipalities, development agencies,
universities and others. The authors of the article recommend constituting an independent three-
-person professional committee for each surveyed factor. The evaluation methodology is based
on the following process: the three-person committee is established for each surveyed factor; the
committee members evaluate the project (in the sphere of their specialization) in accordance with
partial criteria; the total value in points is specified for the whole factor and the total number of points
is computed for all evaluated factors. The third phase evaluates the projects from point of view
of financial aspect. The objective is to check up the level of subsidy required in relation to scope of
project activities. The suitable measure tool should be the priority index which judges the project
benefits in relation to the expended public subsidy. In practice the projects with higher level of the
priority index should be realized in preference.
